ASM: A Resource for Reporters
The Associated Subcontractors of Massachusetts (ASM) is available to answer a wide variety of questions on building construction and contracting in Massachusetts. We also offer information about current and upcoming construction projects, and insight into the impact of legislative proposals, regulatory changes and enforcement initiatives.

ASM is actively involved in these high-profile and economically important issues:
- Reform of Massachusetts' indemnity law, to required shared responsibility for injuries and damage, and prohibit unfair "risk transfer" contract terms that force any party to pay for the negligence of others.
- Reasonable approaches to addressing the problem of "wage theft" in the Commonwealth, that target wage violators directly.
- Successful implementation of Massachusetts' 5% Retainage Law.
- Resolution of issues related to the new Massachusetts Sick Leave Law.
- Competitive bidding process — assuring fair competition in the award of public contracts.
- Fairness to subcontractors in proposed reforms to contractor certification and pre-qualification procedures.
- Compliance with the letter and spirit of the law, in the use of "Construction Management at Risk" alternative procurement on large-scale public projects.
- Fair balance of interests in proposals to require subcontractor participation in meeting MWBE goals on state capital projects.
- Further reform of the Massachusetts Lien Law, to restore subcontractor payment rights lost due to flawed court decisions misinterpreting the law.
- Fair enforcement of the state's wage and hour laws, and Independent Contractor Law.
- Fair tax treatment of contractors under the Unemployment Insurance system.
- Improvement of jobsite safety, and compliance with OSHA safety standards.
- Fair implementation of paid Family and Medical Leave Laws.
- Meaningful and balanced approaches to solving wage theft in Massachusetts.
ASM has been the industry voice of subcontractors for more than 70 years. As such, we are a helpful resource on articles highlighting construction projects, contract awards, subcontracting companies, and construction-related legislative and regulatory changes.
